Construction and remediation projects involving contaminated soil require careful management of airborne dust to protect workers, nearby communities, and the environment. In Southern California, South Coast Air Quality Management District (South Coast AQMD) Rule 1466 establishes specific requirements for controlling and monitoring dust emissions from certain sites where toxic air contaminants may be present.
Rule 1466 applies to earth-moving activities at sites where soil may contain toxic air contaminants, including contaminants such as lead, arsenic, asbestos, and other hazardous materials. The rule typically applies to projects involving contaminated soil remediation, redevelopment of former industrial properties, and other cleanup activities where more than 50 cubic yards of soil will be disturbed.
The rule is intended to reduce the potential for airborne emissions during activities such as excavation, grading, loading, unloading, and transporting contaminated soil.
A key requirement of Rule 1466 is continuous monitoring of particulate matter with a diameter of 10 microns or smaller (PM10) during applicable earth-moving activities. PM10 monitoring provides real-time information about dust levels around the work area and helps verify that dust control measures are effective.
Monitoring systems used for Rule 1466 compliance must meet performance requirements established by South Coast AQMD, including requirements for data collection, measurement capability, and reporting. The agency maintains a list of approved monitoring devices that meet these criteria.
In addition to monitoring, projects must implement dust control measures such as applying water, covering stockpiles, controlling vehicle speeds, and minimizing dust-generating activities.
Continuous PM10 monitoring provides a record of dust conditions throughout a project rather than relying only on periodic inspections or visual observations. Real-time data allows project teams to identify increases in airborne particulate levels and respond quickly by adjusting work practices or applying additional controls.

While Rule 1466 focuses specifically on PM10, many environmental monitoring programs collect additional particulate data, including PM2.5 and other particle size measurements. These measurements can provide additional insight into air quality conditions, help identify potential sources of particulate matter, and support broader environmental reporting requirements.
